Location
Located in Carkitt Market, in the wizarding quarter of London, the House-Elf Placement Agency is well-known by many middle class wizarding families. The exterior of the building is decorated with victorian iron railings with a hanging lamp and signpost. An arched doorway leads into the professional reception area, a large wooden desk sitting opposite the door with a total of three secretarial staff on at once due to the large influx of customers. Here, customers may be escorted to an allocation assistant’s office or desk for a meeting about requirements and desires. Of course, those willing to pay higher prices are guaranteed first pick of the elves.
Customers are encouraged to meet their prospective new housemates before signing any contracts, and are advised against signing on more than three house elves during one session. Elves are allocated depending on the desired tasks to be performed, varying from; domestic tasks such as cooking and cleaning, grounds maintenance, minor surveillance roles, magic assistance, and many more.
House Elf Legislation
As of 2008, with assistance from Hermione Granger, the House Elf Legislation was amended to accommodate more of the elves’ needs and rights. Such laws included providing adequate accommodation and sleeping arrangements, a good standard of food accessible at all times, and regular breaks during the day with at least one rest day a week. This was to prevent the abuse of house elves when working for families. All contracts and agreements were updated due to this change in law during the processing, allocation, and monitoring of the agency elves.
However, before this legislation passed, many upperclass and pureblood families were renowned for the mistreatment of their house elves, with very little repercussions. In many cases, families would simply acquire replacement elves when their own began to rebel against the mistreatment.
